Statement regarding payment for passing the Mortgage Tax Bill

This statement, which is signed "B & W," apparently a law firm, describes a series of events related to the passing of the Mortgage Tax Bill in Sacramento. David Colton, noted as "the agent of the Banks," wished to retain B & W to avoid paying back taxes while the Bill was pending in the state Senate. Once the Bill was struck down in the Assembly, Colton requested the firm's help once again. There is no indication of what party the statement is intended for.
